Chester Park reads as a quiet residential neighborhood on its creek side and as a university-adjacent one on its campus side, and the honest guidance is to walk the specific block, ideally on a weekend evening during term.
The difference is not disorder, it is density of student households. Nearer the campuses that means more cars than driveways, more noise at weekends, and a rhythm that follows the academic calendar. Nearer the creek and toward Congdon it means porches, yards and running water.
For anything beyond feel, use city-published trend data rather than impressions or reputation.
