You will love Oneota if the price is the point and you would rather be connected than quiet. Nothing else in Duluth puts downtown, Miller Hill and a second city within roughly a dozen minutes in three directions, on flat ground, at this entry price. It suits first-time buyers, people who work in Superior or on the west side, investors, and anyone who has done the arithmetic on what a hillside driveway costs in effort over ten winters.
Look elsewhere if road noise would wear on you, because the freeway and the bridge approach are permanent and the neighborhood cannot be separated from them. Look elsewhere if you want new construction, a lake view, or a neighborhood with its own commercial life and identity, because Oneota borrows all three from its neighbors.
And do two things specifically before buying here: walk the exact block at rush hour rather than on a Sunday, and ask about site history if the parcel is anywhere near the bay frontage.
If you want the same price with less noise, look up the hill at Denfeld. If you want a main street you can walk to, look at Spirit Valley. If you want the bay and a park of your own, look at Irving next door.
