Congdon skews toward established households. The two visible groups are families with school-age children, drawn by the elementary school and the park, and long-tenured owners who bought decades ago and have stayed. Ownership rates run high relative to the city as a whole, and rental housing is a small share of the stock, concentrated on the western edge closer to the university corridor.

Household sizes tend to be larger than the Duluth average, which follows from the housing: these are three and four bedroom houses on family-sized lots, and there is very little studio or one-bedroom inventory. Turnover is slow, so the neighborhood has a long institutional memory and an active community club.

Educational attainment in the surrounding area is high, and a meaningful share of working residents commute to the medical, university, and professional employers concentrated between downtown and the College of St. Scholastica.
