Gary-New Duluth reads as a quiet, low-density residential neighborhood with a small active commercial strip and very little through traffic away from the highway.
Like the rest of the far west end, it carries a citywide reputation formed during the decades of industrial decline after the Duluth Works closed, and that reputation runs well behind the neighborhood's current condition. The visible signal pointing the other way is the community park, which residents organized to rebuild.
For anything beyond feel, use city-published trend data rather than impressions or reputation. The Duluth Police Department's 2025 Annual Report is the right starting point for current citywide figures (accessed 2026-08-13), and citywide trends over the last several years have moved down in both violent and property offense counts. The genuine local considerations are practical: Highway 23 carrying traffic at speed through the middle of the neighborhood, rail and industrial activity along the river corridor, the former industrial site nearby and its remediation history, and the river itself, which is cold and fast in spring melt.
