Downtown is Superior's civic center, and for a certain kind of errand it is the most convenient address in the Twin Ports. The Douglas County courthouse, city hall, the post office, banks, and the Superior Public Library are all in or beside the core. For anyone who has just moved across the state line, that concentration is worth real money in time: Wisconsin driver's license, vehicle registration, and voter registration are all handled within a few blocks.
Groceries are the gap. There is no full-service supermarket in the core. The Belknap corridor about a mile south carries grocery, pharmacy, and chain retail, and the Walmart Supercenter is about three miles out. In summer that is a walk or a short ride; in February it is a drive, and downtown residents keep a stocked pantry for the same reason everyone in this region does.
Medical care is split between Essentia Health's Superior facilities and the two large Duluth systems twelve to fifteen minutes over the bridge, so specialist care generally means crossing the harbor. The University of Wisconsin-Superior campus down Belknap adds a library, events, and athletics within walking distance.
The cross-border quirks that shape shopping across the whole city apply here too. Minnesota exempts clothing and groceries from sales tax while Wisconsin taxes clothing, so clothing runs tend to go to Duluth; fuel and alcohol pricing moves the traffic the other way at various times.

Pharmacy, hardware & gas: Downtown is the best-served part of Superior for walking errands, though the walkable inventory is thinner than the street grid suggests. Banks, the post office, the county courthouse, city hall, and the Superior Public Library are all in or beside the core. Full grocery and pharmacy are on the Belknap corridor about a mile south, which is a walk in summer and a drive in February.
Where you shop and eat out
The historic main street, rebuilt above ground in 2014 with a landscaped median, period lighting, wide sidewalks, and street trees. Carries the restored Empire Block, storefronts, taverns, restaurants, and civic buildings.
The east-west arterial along the southern edge, running past the University of Wisconsin-Superior campus and carrying grocery, chain retail, and services toward the Bong Bridge approach.
The north end of Tower Avenue and the blocks around it, where Earth Rider, the Cedar Lounge, and Thirsty Pagan have made a genuine destination out of former industrial buildings.
