The North End reads as a dense, flat, mixed industrial and residential neighborhood with continuous sidewalks on the residential blocks, an active daytime working presence, and a concentrated evening scene at the top of Tower Avenue. Lighting and street condition vary noticeably between blocks, and the interleaving of industrial parcels means some stretches have little residential frontage and correspondingly little foot traffic.

For anything beyond feel, use published data rather than impressions. The Superior Police Department and the Wisconsin Department of Justice publish reported-offense statistics, and those are the correct starting point rather than a commercial "safety score."
