Silver Bay is a whole town that was designed and built at once. Reserve Mining laid it out in 1951 and named it in 1954, housing for taconite workers, complete with streets, utilities, sidewalks and schools installed before anyone moved in. It has the cheapest housing in this guide, a taconite plant on the shoreline below it, and Palisade Head four miles up the road. It is also an hour from Duluth, and that governs everything.

- Plant, rail, and ship-loading noise is part of the environment, and proximity varies by address.
- Housing is almost entirely 1950s and needs 1950s work: original wiring, thin insulation, asbestos, and mechanicals at end of life.
- The secondary school enrolls about 179 students across seven grade levels, which is very small even by regional standards.
- Almost no residential shoreline. The lake is a view and a park, not a back yard, because the shoreline was reserved for the plant.

Why was Silver Bay built?
To house workers for a taconite plant. Reserve Mining Company began construction in 1951 on what was then called the Beaver Bay housing project, and in 1954 announced the new town would be called Silver Bay. The company designed it for up to 10,000 people, built it to a handful of repeating floor plans, paid for the utilities, landscaping, street paving and sidewalks, and sold houses to workers with no down payment and payments under $50 a month. It peaked at about 3,900 in the early 1960s.
How much do homes cost in Silver Bay?
Among the least of anywhere in this guide, though the sale count is too small for a reliable published median. Expect a range roughly from the low $90,000s to the mid $200,000s depending on condition, with the caveat that this is an editorial estimate rather than a published figure. The unusual advantage here is that the housing stock is uniform: most of it was built at once to a few plans, so comparable sales tell you more than they would elsewhere. Get comps from an agent.
Why is Black Beach black?
Taconite tailings. The beach's striking dark colour is a byproduct of offshore dumping of processing tailings in the 1960s. That practice ended and disposal moved on land, and the beach is now a city park and campground and one of the most photographed places in Lake County. It is a genuinely unusual thing: an industrial byproduct that became a recreational asset, and the town is straightforward about the history rather than hiding it.
What schools serve Silver Bay?
Lake Superior School District (ISD 381), the same district as Two Harbors. Silver Bay has William Kelley Elementary at 137 Banks Boulevard, about 143 students in prekindergarten through grade 5, and Wm. M. Kelley Secondary School, about 179 students in grades 6 through 12 (NCES Common Core of Data, 2024-2025). That secondary school is one of the smallest in Minnesota, roughly 25 students per grade level, which means very small classes and a correspondingly limited course catalog.
How far is Silver Bay from Duluth?
About an hour, roughly 55 miles southwest on MN 61. Two Harbors, which has the hospital and the county offices, is about 30 minutes. That distance is the single most important thing to think through before buying here: it governs specialist medical care, big-box shopping, airport access, and whether a Duluth job is realistic. Silver Bay works well for people who do not need Duluth often and poorly for people who do.
What is there to do around Silver Bay?
Some of the best outdoor access in Minnesota. Tettegouche State Park is four miles northeast with Palisade Head, the Baptism River falls, and inland lakes. The Superior Hiking Trail runs the ridge directly above town. Split Rock Lighthouse is about 20 minutes southwest and Gooseberry about 25. Black Beach is a mile away, the Gitchi-Gami paved trail has segments here, and Lutsen's ski hills are about 45 minutes northeast.
